While not the most relevant, I recently did a cheat play-through with infinite bonus exp. Boosting Fiona to max level with literally just bonus exp she ended up capping everything but strength, about 4 from cap, and defense, about 5 from cap. Meg ended up very similar, just str and def not capped. It ended up being a kinda fun experiment.

That mage is meant to either be killed quickly with a longbow or avoided, I can't think of a way to get him to switch weapons since disarm doesn't appear until Radiant Dawn. As for Tibarn, yeah, generals and paladins can rescue the birds in either form to keep them from stealing your precious exp. Especially helpful if you want to get the adept scroll from the guy near the boss. It is worth noting, however, the birds will not attack the boss (or at least they never have for me) so if all else fails, you still get boss exp. Regarding completion time, you seem to have figured it out, but this level has very few reinforcements, and since you just have to kill the boss to win, it's a lot easier to complete quickly than a rout or defend for 10 turns chapter.

I haven't ever tried messing with skills, but I do have an alternate idea for you. If you go further down to the item codes on that site there are many sets that give Ike 4 special weapons and 4 stat up items. One of those can give him arms scrolls. I have used that one before to spawn in a 256 stack of arms scrolls and then just go through everyone to boost their weapon skills. I generally use those item codes and the infinite bonus exp code to level everyone up and then max all their stats if I'm going for a RD import file. It does feel a lot more cheaty than forcing discipline onto everyone, but it would give you the same end result.
