No one could attack Linhardt. There was an Archer on a green square, but he didn't move at all. Possibly because that is an escape square for the merchants.The wolf on the same line as the green units definitely moved. It was just in the skipped part of the enemy phase. The other wolf didn't move though. You do get to see that enemies are still stupid though and will attack you even if they can't hurt you.
