Would a 24 skill cap as a Witch give her a disadvantage? I wanted Shara to be able to activate skills and have a decent hit rate. Or would Flamboyant fix that?

I was leaning towards Nyx for magic and speed, but I was wondering if the -3 skill would hurt her alot? Orochi gives her a neutral speed mod and fixes the skill somewhat.And I'm not too worried about classes, dark mage from Ophelia/Nyx and Knight from me should be fine.
