Final boss ORKOs everyone except Claude (who can barely do damage without using his personal Combat Art) and also he moves if you attack him so i genuinely can't win without setting the game to Normal. But even after they are all defeated, Nemesis still destroys pretty much everything. As far as i know, you have to actually get lucky to take him out on Hard. That or overlevel the fuck out of your units I'm still looking at strategies for Hard mode but the final map in Golden Deer is already badly designed so kinda just wanna get it over with.
