You can still get an offline version (faster if you're not just reading something and actually need to use a program from it or are downloading more than one file), but since a lot of the value of the thing comes from navigating to a file you need to read and just glancing it over quickly, having it online like this means I can link directly to the stuff you need to read, or you could find it yourself without having to download the doc, etc. In other words it's waaaaay faster.
