No. Pokemon in Bill's PC aren't actually stored as data. Every pokecenter actually has a giant vault full of extremely redundant pokemon, to the extent that once a player deposits one pokemon with a given stat total, ID, etc. the pokemon center can more or less ensure that an identical pokemon will be available to them the next time they withdraw. Their inventory system is actually far more complex than the pokedex system, because it tracks every aspect of a caught pokemon as well as the number of that particular "instance" of pokemon that the player has available. However, this system DOES have flaws - in pokeyear 8KW483 there was a huge surge in the withdrawals of magikarp in the johto region when a huge influx of trainers brought their magikarp to the Lake of Rage under the false belief leaked by a poketabloid that evolving magikarp in that area would result in it becoming a red gyrados. There was a magikarp famine and even untrained magikarp were sold at very high prices. Feebas actually replaced magikarp as a giffen good. There was actually worry that the wild population, which had long been a protected species, would go extinct, but with the concerted efforts of pokemon leagues and breeders throughout the pokeworld, the magikarp population stabilized. However, because of the large numbers that were culled, the only wild magikarp left all knew nothing but splash at low levels.

In order to deal with this, the estates of pokemon trainers who had recently died were subjected to an emergency tax, and a much smaller portion of pokemon were passed on from one generation to the next. The tax was reduced and eventually eliminated as a safety net pokepopulation for the vault was established, but it's still been put back into place at times in order to ensure that the pokesupply keeps up with the growing population of trainers. Even though trainer population has actually been slowing relative to the total, there have actually been some meetings to discuss whether pokecenter storage licenses should start to be limited. Additionally, trainers with rare ID numbers, or ID numbers with particularly low supplies of pokemon, can sometimes get larger bonuses for providing a pokemon to the pokecenter's surplus population (more is paid if they give up rights to the pokemon). There have also been calls to stop expanding box sizes.
