Is it possible to do a pokemon like infinite no loop? For exemple, when the game asks for taction data, i could make it so hitting no, doesn't do anything and force your to insert the information

You can do that in events, too, we have JUMP.

The game setup screens like 'would you like to create a tactician' are controlled by events?

That one maybe or maybe not, but you can just replace it with simple yes/no answer with normal events, unless you want to do something really odd, such as refusing to name tactician as Vergil for example.
