BEXP can make Rolf usable.

Of course others make better use of it, but FE9 gives you so much BEXP that Rolf getting some wouldn't hurt.

Which is assuming I'd play with getting as much BEXP as possible in mind, which, of course, I do not. And see my earlier post about IS going all out in trolling Rolf (especially the part where he has no real niche).

Wil does indeed have LHM to get somewhere, and it isn't impossible to train him in HHM. Not worth the trouble, but doable.

Even with a few levels Wil still sucks compared to the rest of the FE7 cast unless he gets really blessed or something.

Otherwise, it'd have to be Noire for the best. It has been mentioned that pretty much any FE13 character can become a god with training, and children are exemplify that better than any other characters in the game.
