As for the topic question, unless Aqua turns out to be also related to you or the game's antagonist that's probably what will happen. My point was that it's unlikely they can be on opposite sides and still S-rank. Through plot though, maybe, although Kamui can be female. At that point, a political uprising will happen and the 'arranged marriage' may happen to show Hoshido Nohr's new goodwill. Maybe in the Hoshido path and they win, they request a union of their two countries through marriage? Idk, it probably doesn't matter as Aqua will most likely be on the same side as you anyway.
