Junkhead
No, the topic title doesn't just sum up what I actually mean: - I mean games that have smaller numbers, like in FE. aka, no bosses with a thousand or even a million HP (FF, I'm looking at you). - Tactical strategy turn-based preferred, but necessarily limited to. =)
Jedi
Shining Force comes to mind, the older ones that is.
Duff Ostrich
Tactics Ogre and Ogre Battle are both incredible games, the former of which has a wonderful remake on the PSP/PS3.
Jedi
Tactics Ogre and Ogre Battle are both incredible games, the former of which has a wonderful remake on the PSP/PS3. I second Ogre battle entirely. 2 of my favorite games of all time.
Junkhead
Do they have relatively small numbers? This is important! :
Jedi
We wouldn't have suggested them otherwise.

BrightBow
Battle for Wesnoth. It's an Open Source project, so there is little reason not to give it a shot. Edited December 19, 2015 by BrightBow
Zera
You seem to be directly asking for the Advance Wars series, made by the same developer as Fire Emblem. They can be played on GBA, DS, and Wii U. The only one I played is Dual Strike, but I really liked it. http://serenesforest.net/forums/index.php?showtopic=51796 Edited December 19, 2015 by Zera
Tryhard
XCOM: Enemy Within (or really any older XCOM games, including XCOM2 coming in February IIRC). HP and damage values remain low, but combat is lethal. Edited December 20, 2015 by Tryhard
Topazd
The Banner Saga is one with very calculable mechanics and low values throughout. Edited December 20, 2015 by Topazd
Augestein
Vandal Hearts does this pretty well. Vandal Hearts 2 as flawed as it is, is pretty fun.
Soledai
Langrisser/Warsong, Der Langrisser, and Langrisser 4 Not that those are the only three with small numbers, but those are the only ones in the series in english
Shrouded In Myth
Any game based off of tabletop rpgs would have low numbers. I would recommend Shadowrun Returns in that case.

MisterIceTeaPeach
I recommend any XCOM game, if aliens and shooter games don't bother you. The HP of your allies and the opponents is very low in the beginning. You can oneshot them / get oneshotted. It requires good strategical thought from someone. It's not only a round based strategy game, but also a simulation in some way. You have to organize your army, manage your finances, build and research at any time. There's no time to waste! All the missions are rout missions, but some of them include side conditions (escorting, dismantling bombs, rescuing civilians). The early missions are very short (10-15 min.), but they become much longer and harder later. Soledai
Any game based off of tabletop rpgs would have low numbers. I would recommend Shadowrun Returns in that case. I actually forgot about Shadowrun Returns, for shame. In that case, I would definitely suggest TC play Shadowrun Dragonfall if he likes SRR
Locke087
XCOM Final Fantasy Tactics (no low stats though) Pokemon Conquest (not very good though) Age of Empires for the DS (surprisingly good) Advanced Wars
Original Alear
Battle for Wesnoth. It's an Open Source project, so there is little reason not to give it a shot. If you try Wesnoth's system of upkeep and hex-based movement and like it, give Brigandine a try. It is probably harder to calculate results in Brigandine than in Wesnoth (I personally never tried it and I'm not sure if there's anyone who bothered) but it is probably more predictable. Tamanoir
Yeah, shining firce is the obvious reference. There's also 3 game on Gae Gear. The first 2 GG ones have a Sega CD enhanced version with a new storyline and a special boss rush final challenge. On the Game Gear, ther'e's also Crystal Warriors and its sequel Royal Stones. On the SNES game, there's FEDA : Emblem of Justice (A Shining Force Clone with some sort of morality system. And the second lord is a freaking werewolf.) Galaxy Robot also got translated recently and is kinda cool(on SNES too). Not sure how far HP goes, though, but normal ennemies dies in 1-2 shot (3-4) for the stronger one, so it should works. Just Breed on NES apparently have the final ennemy with 1000+ HP, so it may be off limit (and its system is quite antiquated, obvs.), but it's kinda nice otherwise. Energy Breaker sems to works too. It's an isometric SRPGs a la FFT on SNES.
Jave
Shin Megami Tensei: Devil Survivor Overclocked (3DS) is a great SRPG that plays similarly to FE. It has a nice story and a cast of characters that really engages you. The battle system does have relatively long battles but nowhere near as bad as Final Fantasy. The mechanics are also a bit scary at first but once you get used to them, the game plays great. Also, the game has you make decisions that affect the outcome, so if you like multiple endings there's also that. Right now, the game is on sale on the 3DS eShop at $9.99 (reduced from $29.99!) until 28/12. Fantastic price for an amazing game. DeadGame
Go check out Blackguards 1 and 2 for medieval themed, strategy RPG gameplay. Hard West, a western themed turn-based strategy (rpg?), also looks great, but I haven't played it yet.
