Because I've seen a Kaze in someone else's castle with Hoshidan Unity, and a Hayato with Dragon Fang, but my S rank partner Scarlet can't become a Hoshidan Noble with a partner seal. So now I'm just kinda confused how other characters can get obscure skills like that.
