Are there Powersave codes that let you recruit Garon, Hans, Iago, etc?

Powersaves doesn't have codes for that. It only has codes for the first (top) save file:

-Max money (999,999 G)

-Max Dragon Vein Points (99 DVP)

-Max resources (99 of each resource)

-Modifying the first unit's skills (pretty much any skill in the game though they're not permanently retained and several can get you shadowbanned) and inventory (all weapons are forged to +7; several items can get you shadowbanned; consumables (staves, potions, etc.) set to 35 uses)

You'll have to actually know how to hack your 3DS and game if you want to run mods like playable Garon, etc.

There are quite a few threads that go on about which skills and items get you shadowbanned. General rule of thumb is that if it's an enemy/NPC-only skill/item, you'll be shadowbanned if those are present in your castle team and can't do online battles. Divine weapon +7, Dragonstones +7, and Beaststones +7 will also get you shadowbanned. Having personal skills hacked on will also get you shadowbanned.

Best rule of thumb is that if it's technically possible to have, you'll be OK. So for example, having a Moonlight +7 is technically possible if you managed to find 128 moonlights, but it's highly unlikely. You won't get banned for that. By contrast, having a Kukri weapon (ranged enemy only sword) will because there's no way to get one of those.

Some skills like Aptitude don't cause a problem although no first gen units can get it legitimately.
