How does enemy AI work (in FE1 and FE2)?

FE1: I could try to kill some of your units, but I'd rather try to hit Marth instead.
FE2: I'm a bit low on health, time to run away to a fort! And every chapter is a rout!

Alright so I figured it out. The enemy AI in FE1 goes like this:

1. If the enemy can hurt Marth they will, even if another unit they could actually kill is right next to him.

2. If they can't reach Marth, they'll just go for who'll hurt them the least, even if they themselves will only deal 1 point of damage.

3. If all the units that aren't Marth they can reach do the same amount of damage, they'll just go for the closest unit to themselves.

It makes sense that enemies would be programmed to target Marth in FE1, a game which was designed with the idea that people wouldn't simply reset to keep every character alive. Killing Marth is thus the only failure state in the game.
