Is Navarre sexist?

Both.

On one hand he's being curteous and showing them respect by not being lower than a dishonourable cur with no morals and attacking them just because. On the other hand, he's not giving them the same chance to face him in combat and prove themselves to him directly.

With that being said, he DOES accept Lyn's challenge of a 1-on-1 duel in Warriors, so he may only view those with no combat expertise in that way. On that note though Warriors could hardly be accepted as 100% accurate so take that with a grain of salt.

Navarre's backstory is a mystery, and even FE12's support conversations give you a hard grasp of his character.

We know he doesn't like fighting women, but he sure does listen to them. A misogynist would ignore a woman's words, but the only characters that were able to get a conversation out of him were Lena, Caeda, Ogma, and Phina. 3/4 are women, with Ogma being the only exception. Navarre doesn't put any of them down either or assert what they need to do.

If he's sexist against anyone, it's men.

He clearly has a degree of respect for women; he seems to believe Caeda to be worth fighting for when she offers to let him strike her down and he duels Lyn in Warriors.

I think the line is only drawn with innocents and those who won't fight back.  If it was Marth coming to him with the same proposition as Caeda, he wouldn't hesitate.  Or if he was offered a job to assassinate, say, Wrys, he would do it in cold blood.  However, in these situations he'll be much more hesitant against women, as evidenced in his interactions with Phina and Caeda.

But honestly, I think it's less of a matter of discrimination and more a matter of either a potential trauma that haunts him (like with Lon'qu) or a code of chivalry.  Or in other words...
