Security at Disneyland is not paid enough and they are not allowed to handcuff or lay a hand on anyone because they might get sued. All they can do is call police, pretty much. Those poor kids. Apparently some backstory is that one of the men was with his wife and kids and ran into his girlfriend who also had a kid with him. It's not what started the fight, the source is saying. In all seriousness, the parents should had set a better example for their kids, and security could have intervened earlier before things escalated.
