I've had two perfect levels in FE history: Aran and Amelia. But that was the Amelia who capped every stat as a general without any boosters. The perfect levels I can remember are Alan, I have an FE7 save file with Lyn getting TWO perfect level ups, and having 12 str at level 14, Myrrh and Fae get perfect level ups a lot, and I had one or two when I 20/20'ed Jerome in Void's Blitzarre Adventure (epic hack by the way.)
