Isn't FEBuilder probably the best for romhacking Fire Emblems? It also has a built in map editor. If that's not working then you could always download paint.net (different from paint) and have one file be the map, and several other files open at the same time which are the individual tiles and you can copy-paste them onto the main file and order them there to build your map. It makes more sense when you download it. If you want, I could record a video of me doing just that.
