I don't remember fighting him so I guess there must be some secret requirements you have to fulfill beforehand. At least for me there was no reason to play regular Persona 5 since Royal has the same plot with extra stuff (characters, arcanas, Personas) and better gameplay (for the most part). I just could have waited for Persona 5 Royal which would have saved me from +90 hours investing of my freetime. That said I haven't played Persona 4 Golden yet, but I don't ever intend to since regular Persona 4 was just an unpleasant game for me overall.
