First try and convert the file type, if it is .sfc try converting it to .smc (the android version uses a much older version of SNES9x as a base, and is far more finicky). The other is to try having the emulator implicitly patch the rom for you by naming the .ips version of the patch, and the Japanese Rom the same name.
