This might change at some point in the future, but right now the overwhelming number of players, even on a site of dedicated fans like this, aren't actually capable of playing modded content, so I don't see that it makes much difference. We're theorycrafting, here.

Also, I'd imagine you could still mod effects like Heal+20 in (by getting into the code and changing the numbers used there, at worst), it would just be more difficult than using an existing skill.

I'd say Physic is outstanding in this game, but yeah it certainly does benefit from boosts to healing.
