(FE13) Retro draft

Awakening is close to its 11th anniversary (according to Japanese) or its 10th anniversary (according to Europeans) or it's just past its 10th anniversary (according to Americans). There were also 4 new FE games, 2 spin-offs and a weird mobile gacha since its release, so it's RETRO TIME.

This time with a spin: pairup is banned to make it EXTRA RETRO, but buying rescue staves and using them multiple times per turn is fine.

Drafting:

1. This draft is for 4 players.
2. Chrom, Avatar, Frederick and Olivia are free for all to use.
3. The last unit to remain undrafted is free for all to use aswell.
4. The game will be played on Hard Mode/Classic.

Rules:

1. Undrafted units mustn't be deployed from the battle preparations.
2. If undrafted units are force-deployed or recruited during the chapter, they may move, trade with drafted or undrafted units and access the convoy. They may also enter combat without a weapon equipped. They mustn't use tonics or pure waters or perform any other action not listed here. Healing them with staves or healing items (incl. weapons) is banned. (don't do more meatshielding than necessary)
3. If undrafted units stand next to drafted units who enter combat, they must be unequipped to rule out Dual Strikes.
4. Support conversations involving undrafted units mustn't be activated.
5. Green units may do as they please without penalty.
6. Paralogues are optional and are free up to 20 turns.
7. Challenge battles are banned. You may have undrafted units clear a challenge battle to unblock shops (using pairup is free of penalty in this case), though any items obtained must be discarded/cannot be used or sold.
8. Map shopping is allowed, excluding items sold from Anna Merchant shops.
9. Mothers are drafted with their children, but are drafted at the same time as the rest of the units. Lucina and Morgan are each drafted alone.
10. Use of items obtained from event tiles, the barracks and renown items are banned.
11. Use of DLC and Spotpass (including Free Content) is banned.
12. Forging is allowed.

Extra:

1. Galeforce is banned. If a unit obtains Galeforce in the middle of a chapter and activates it by accident, they must wait without doing anything else and unequip the skill after the chapter.
2. Pairup is banned.
3. Second Seal may be used on Avatar, but reclassing them to mounted classes is banned.
4. Rescue may be bought and used without any restrictions.

Penalties:

1. Undrafted units performing any disallowed action is worth a penalty of 10 turns, per unit per chapter.
2. Using pairup is worth a penalty of 10 turns, per pair of units per chapter. (Example: if Frederick pairs up with Chrom first and later pairs up with Robin, that counts as two pairs of units and 20 turns of penalty)
3. Violating the second seal rule or using Galeforce is worth a penalty of 99 turns instead.
4. If you aren't playing for turncounts, just don't break any rules.

Exceptions:

1. Lissa is free during Prologue.
2. Nowi and Gregor are free for Ch. 8.
