Not quite as bad. His spawn location isn't random. It's always in one specific spot. It's just more than likely, you're not going to find him.

I see. In SMTIV, he's a 1/256 rare chance encounter. It's a set location, but he only spawns in one specific spot 1/256 of the time. General strategy is to just save outside of the shelter he's in, run to the spot and if you don't get a message warning you about a very dangerous demon, then reload.
