Doing a NG+ Golden Deer run, and got Byleth and Claude's B support at the start of Chapter 4, so it's not locked until after 9. Only thing I'm not sure of is if I had enough support in ch3 and it was locked till ch4, or if I got the needed support points in the end of month mission.
