As far as I'm able to glean, part of the eye is showing the blue from the portrait background, meaning that the white in the eye is a transparent color? You need to fill it in with one of the other 15 colors of your portrait, otherwise the game will display it as transparency.

Yes, for the most part. Just make sure to follow the boundaries shown on the second example and you should be good.
