Even then, though, in a perfect world the two terms would be kind of misleading, as programatic oratorios can be staged and operas can have concert performances. But I wouldn't call the Brawl theme 'opera' as it can fit a broader range of scenarios and thus exhibits more aspects of the oratorio (like certain religious oratorios such as the Britten War Requiem.)
