Later Blue came out in Japan and had some Pokémon that Red and Green didn't have, but also had Pokémon that were only in one or the other. Red and Blue later came out in America, except Blue was basically just a blue version of Pokémon Green with Pokémon Blue and Red's sprites. So basically, it technically was. Or something. Indeed, but in-game, the heavy rain and thunderstorms looked much more deadly and dangerous than some fancy glowing effect. It went better with that music that played, too, I believe. If you find a decent boat and live off of water pokemon, you can survive for a while. Whereas a drought you're dead in three days. Or less.
