Even though he only has 10% less damage he's still can get neotanks earlier than everyone. That would explain it. It depends on which you want more. Florina, for more power, skill, speed. Fiora, for more HP, defense, and resistance. Considering the fact that Florina is more fragile, and she supports Lyn and Hector, possibly tripled with the fact that you prefer power over durability, she seems like your better choice.
