Technically he only has 2 over him, though he does remove more often as well. 23 HP doesn't help fatigue with staves, though. He was pretty close to the bottom last I checked. :') Funny because IIRC, Balrog is pretty high. ST Balrog and IV Balrog generally have ridiculous things like the best low rushing move ever+headbutt loop or Buffalo Headbutt->Ultra that put them above a lot of the rest in their games. IIRC he's lower end in custom combo generation games like Alpha or CvS or the earlier versions of SFII where Ryu/Guile/like everybody else had their turns to be OP.
