His weapons suck. He's better than Spawn and Heihachi, but... Talim... My god, I LOVED Talim in II, she was so broken. Then she and Raphael got hard nerfed in 3... Dio is more of a fistfighter anyways, and when he's not using his fists, he's using knives. Claymores are surprisingly easy to recreate in 3... I don't think I could have done a good job with Death 13 and I don't like Talim so tonfas ( closest things to fist weapons in SC 4 ) are out.
