I remember the first time I tried getting Raikou. Ended up using Pain Split with a Misdreavus (53 HP left), then Dragon Rage. And it STILL wouldn't get in the damn ball I threw at him. Took my Silver cart, traded the Master Ball (I used the other one on Entei) and finally I got it. Suicune was caught on a first attempt with an Ultra Ball at full health and condition, though.
