You only lose 30 BP in exchange for a 50% chance of reducing the enemy's SpA. Plus, it's Latias's signature move. But in all honesty, if you have a Dragon move, your second move should be focused on bringing out those pesky Steel types. A psychic move does not improve the coverage provided by Dragon except ffor hitting fighting types and lolpoison types harder. Also, Recover and Calm Mind would already take up two slots so having a Psychic move would leave you walled by Steel types.
