Open it, build a team, connect to a server (NOT Smogon University, because it's too crowded and lags too much), register, log in, and battle. It dies the moment it comes out if there's sandstorm/hail/stealth rock/spikes/toxic spikes. Kingdra is neutral to Electric and in the rain, Swift Swimmers should be able to outspeed any Electric type (except Electrode) and kill them first. You only need to log in to one server, and there's no point in registering in servers you don't plan to ever enter. You'll have to log in ever time you want to connect though.
