He having 2 is an emulation bug that can be fixed by saving, resetting and reloading. If you reset in Chapter 6, he gains one star. This. Is there any way to increase Celice or Sigurd's leadership stars?As for Laylea, I could probably hack binary again and have Celice trample chapter 7 to see Laylea's stats not today though, probably tomorrow or sunday. Finally, Oifaye can also promote. It's actually best for him not too according to some. Paladin to Great Knight/Duke Knight/Forrest Knight ( it seems, I don't have that option yet but I don't think I could promote Azel to Iron Mage either... ) Also what are Altenna's and Corpul's choices like I asked?
