At least IMO. To be fair, he's not as good with decisions as Joseph, who wasn't very old himself in Part 2... And Giorno is a shitload crueler and more merciless than the rest of the cast, save maybe Jolyne (Had to be where she was stuck) and Gyro (Ex-executioner). And Giorno would kinda develop street smarts at a younger age since he was usually making a living for himself since his mom really kinda neglected him altogether. He didn't realize it was immune until after he had seen it survive one of Purple Haze's attacks with both itself and Fugo unfazed, which was when he came up with the idea to make a vaccine from it.
