What Gou Rasen has over Go Shoryu is that it can be done in the air, which also gives a slight bonus damage. Otherwise Go Shoryu is equal or better in pretty much everything in those aspects. Yeah Air only supers are shit. 1 Rolling Thunder is like 1.5 Corkscrew blow though and It's easier to land full damage with Cork than with RT. BUT THAT SECOND KICK COMBO SUPER IS TOO COOL TO PASS UP!
