I think it's dumb seeing as not everyone bears holy weapons, and it's not like you're going to want to waste your holy weapons on average units you could oneround with steel or silver weapons...but yeah, they like fighting against each other, something they don't do either seeing as no one hasn't stepped in the arena for sometime. He's able to convert long standing members of another army and created a constitution. He also has an organized systems of laws where one person isn't totally in power.
