Cousin and cousin? They might even be the same person. I think IS puts a lot more thought into enemy units and NPC's than they let on.

He could be related to Saleh's grandma, who knows. Probably Saleh's brother or father or uncle. Saleh did show up in the cutscene for the chapter where you see that bandit.
