Well... Both have advantages and both are indeed very close. It is possible for someone to say Kieran > Oscar while having the exact same advantages and disadvantages for both. It all depends on if you value the earlier join time or early axes more basically. SF values the join time more since it helps with getting low turncounts. It's not a hair-splitting decision, but it is close none-the-less.

availability

Earth aff.

Earlygame

and somewhat fast supports.

availability is literally the same thing as earlygame in this case

earth affinity and fast supports are somewhat related; however since Kieran and Oscar support each other and are arguably each other's best support anyway, this isn't something with much leverage.

Kieran at equal levels as Oscar has +1 str and spd prepromotion, so with axes that's +2 att lead, plus axes are better on the WTA (enemy lance and axe are much more common than enemy sword). Sure, once Oscar promotes he gets axes too, and with +5 spd growth the spd lead eventually disappears (although Kieran has +5 str growth and B Marcia for another +1 att), but keep in mind that Oscar's advantages aren't that significant either. His earlygame is alright but nothing special (decent durability but offense is rather lackluster, the horse helps though) and the supports don't mean much because Kieran is already very durable.

While Oscar > Kieran can still be argued, they are very close in usefulness and thus should be very close, if not adjacent, in any half-decent tier list.
