Even if there was a blizzard tomb how would she get the rank to use it.

There's Discipline.

Let's assume she's the main Brigader, so let's seal her at 1-7. There's Paragon and she can be BEXP'd to 1.99. A good level up at the beginning and Paragon helps her get another level up (letting her go through the main path of the map, killing: a myrm, a loldier, two knights, an archer, one or two mage and maybe another soldier guarding a door.). There she can have Paragon Discipline and use Fire or Wind (preferably the latter for better rank).

1-8: Again, BEXP'd to 3.99 with Paragon Discipline. She'd go north then west with Rafiel's help. So let's assume another two level ups, she should by D wind in this chapter. I don't know exactly if Elwind is available in 1-E's armory.

1-E: There's Arcthunder for lulz. BEXP'd to 5.99 and more level ups. Let's assume she's still in D rank wind. But also she could use some Fire to get to D rank by 3-6.

3-6: Resolve Discipline with Elfire. Assuming the player was careful of her level ups, her speed can be over 19 (this is low) by lv. 6-7 and possibly have str/skill capped so a couple of BEXP level ups would be good for mag, sp/def and res. No wind magic by this map but she can use it to kill beast laguz in Resolve range, at least cats (with 22-23 mag). Loads of level ups for her.

3-12: By 3-6 base, she'd be by lv.8-9 and after it, by lv.12-13. One or two BEXP levels by 3-12 base can have her have HP, Str, Mag, Skl and Sp capped, maybe Res and even Def, it's not so difficult to have her hit her 2nd tier caps. Crown for her. Maybe Resolve isn't necessary. 26 sp makes her double everything except swordies. By the end of this chapter she'd be by C, even B Wind, enough for killing Ike with Blizzard in 3-13 (Adept (as Laura)).

3-13: Bla bla bla, 28-29 mag is enough to kill Ike. 35-36 attack, let's say Ike's resistance is 9-10, enough to Adeptblick him (capped HP).

I'd say yes. at least she wouldn't be sitting on the bench the whole time and being seriously underleveled compared to the rest of the team. and she gets access to fire magic when she promotes which would help the DB tremendously

I really wish her and Jill started at 2nd tier like the rest of the PoR characters

Sure, if you reset abuse. On average Ilyana will have 19 speed at level 10, when she caps two stats. BEXP doesn't help her speed since it's tied for the lowest growth out of six with a 255 total, and it won't until she caps MAG which won't be until level 15 or 16 if she rides the BEXP train all the way there. Maybe you're a draft player or something and accustomed to continuously resetting for speed procs?

And, at least, for 4 or more stat gains per non-BEXP lv.up, cause then there won't be any difference between a regular level up and a BEXP level up.

It wouldn't be a possibility on any if my game files. I always get an a rank support between him and soren by then and if there was any chance for her to hit it wouldn't be high but that's just personal experience.
