Probably because it takes a bit more effort in MS paint (what most spriters use) than in Photoshop, which is what I use. I just cut out a bunch of Idoun scales, rotated them, merge layer, laid them on top of the armour layer, selected the colours I want to replace in the armour layer, reselect scale layer, Cmd-Shift-I to invert it, delete excess, recolour, and reshade to make sense. In MS Paint you'd have to manually erase it to the shape of the armour which is very doable but more annoying to do. Unless there's an easier way via single layers that I haven't thought of, but I've been working with layers for so long that I can't imagine.
