That said, FE7IF is one of my favorite Fire Emblem hacks, and I've gotten most of the way through it. It's tough. However, 7・作者様の意向を無視し二次配布した方は、投稿拒否させていただきます（2012年4月23日に烈火の剣if（FE7if）を二次配布したのは他の改造パッチを作って上げている人でした、残念です） The usual uploader respects authors' requests for no second-hand links. So there very well could be an update of the hack at the author's home site/hangout that hasn't been allowed an upload. I dunno where this place-in-question could be.
