You're probably better off using shields.

Even then, units such as Zeek, Narron, Roger and Mintz are all durable enough with minimal effort and over twice (almost thrice even) the movement. Then you have guys like Vega with a custom monster killer sword halving damage and Rishel's + 10 Defense, 1-3 RNG tome.

They can be used if you really want to put the effort though. Both Norton and Billford at least start with Life or Death, which is generally very good early in their careers if they can get chipped off often. Since they use swords only, you might be surprised at how often they might be doubling, since most human enemies are quite sluggish, rarely reaching 0 AS until endgame. Monsters often don't lose AS from their weapons, but Ogres should make a good matchup for them.

Billford can be okay enough if he gets an early movement proc or two and promotes. (He can level up on some left ogres or something if your other units are busy.) The big shame with him for me is that he is swordlocked. If he got the weapon selection of FE5 generals, at least he would make an intriguing indoor movement. As is, he's a mediocre swordsmen with superficial durability.

As it stands with stat ups, you could always just duplicate them to have an army of 12 movement, capped stat juggernauts.

The lone Mov plus you get in the story isn't that worth it IMO. 26A is way less frustrating than 26B, with the four Dragon Knight bosses of southern 25, an enemy Arkis, thieving swordfighters, a small room of hidden enemies and Golgoda.
