Nobody
In the FE6 average stats page, many units that have hard mode bonuses have decimals on their avarage stats on their starting level. For example, Percival base Speed is 19.98 and Rutger base strength is 8.75. How does that work? Does it mean that 98% of the time Percival speed will be 20 and 0,02% of the time it will be 19? Espinosa
When a character starts as an enemy from the first turn, their HM bonuses will be the same on each playthrough as long as you load the game from the chapter save. The RNG affects this (including people who show up later, like Rutger or Miledy). The variance can definitely be more than 1 point (up to 3-4 in my experience). The feeling I have is that the numbers we have are just averages.

Espinosa
Sorry, meant to say 'chapter save'. Percival will be the same on each HM run where you restart the map from the opening credits.
