Slyfox
I wouldn't mind seeing a recurring villain, but it would be stupid to have them go the Ganon/Bowser route. Maybe once or twice as the big bad, and have other appearances as a third party with different amounts of importance. Otherwise, recurring villains can get stale. This might be a bad example, but Vegeta from Dragon Ball Z sort of fits the bill, especially during the Namek saga. At that point, is he the main antagonist? No. But he sure came close to becoming the main antagonist a few times in that period and regardless, he caused a lot of mayhem.

fengaridotdll
Maggie and Rose are our recurring villains. They have time travel. And the hidden ability to turn into tigers.
Rei Rei
It could've been done. Dracula from Castlevania always seems to come back from his ultimate last final true real death in one way or another, and we do have a nice array of main characters and settings. However, considering we already have many settings with many villains, trying to tie all the continents' antagonists all together into a single source of evil can come off as stretchy.
