The reason you would want to promote before level 20 is if you're having difficulties with the enemies because stats you'll gain by promoting can help you deal with them easier. You'll typically want to be pretty close to 20 already when you do this, though. Another option is to promote someone really early to make the early chapters easier, and drop them later once you get some of the later recruits and/or children. It depends on what you plan to do with your file, though. If you're just going through for the story, you can promote a little before 20 and be just fine. Doesn't each promotion/reclass on the same character also reduce the amount of exp. you gain on the said character like in Awakening? If not, then yay. If so, well, decisions matter then.
