does Shigure have a different growth formula to other children?

I was wondering if this has been brought up.

I thought all children growth rates has the same formula, but for some reason Shigure's seem to be underwhelming when compared to other children with Azura as their mother. Perhaps it's because his growths depends from his father instead of his mother?

The growths for children come from the variable parent, so Shigure's growths come from his father and his sibling's growths come from Azura.

Be warned, there are a lot of children who are basically objectively inferior to their tied parent, Kana being a big example (though to be fair the avatar's pretty busted). Shigure's one of the exceptions, he's actually fairly good depending on his father.
