The Devil Axe gives 8 WEXP per hit(the highest in the game, I believe), thus, making it faster to reach higher axe weapon levels. However, as Gulcasa said, it comes with a risk... Yes, but even still, a promoted Lowen is the only axe unit whose luck actually exceeds 20 with average 20/20 stats. With average 20/20 stats, Lowen has 21.5 luck. Other axe units that come close or at least somewhat close to Lowen's luck are Sain, Dorcas, Isadora, and Wallace(if you didn't force-promote him.)
