If I were you, I would suggest that you don't buy any new weapons and stick with what you have until your weapon proficiency raises. Then buy that unit an upgraded weapon for the time being. And yes, I believe that the level up stats are randomized, since sometimes I get 5 stat increases and other times 1 - 3 stat boosts.
