By your definition yes. However the way Begnion's pseudo-Senate is set up parliamentary regulation is nothing more than facade to convince its citizens with the illusion of their voices being heard. It was said that the Senators were viewed as chosen people of the Goddess, thus implying a more theocratic system with the face of a parliamentary government, more evidence being that their ruler is also called the "Apostle" and is said to be guided by the voice of the Goddess. I somehow can't help but feel we've gotten off track.

I'm just giving a counter point. Chancellor is pretty much priest with a different name. You claim that priests are on the side of order. But he wanted Ashera to be balanced by fusing with Yune. He even claimed that without Yune Ashera had begun to change. But Ashera was stubborn and refused to reunite, thus making the whole no great wars pact.

What about Sephiran? He wanted Ashera to fused with Yune again to become balanced. Then when that failed he went more to the side of judgment.
