I've mostly done animatics now that I think about it, but they were embarrassingly bad.

TVpaint is what we used at school. You should try to get something that at least has onion skinning. I think there's a 3DS app that is supposed to come with that too...

Another thing you could do, if you're interesting in animation but are not confident with your drawing skills is stop motion!
